Submission to Council 2008

To Members of the Council:
We would like to thank the council for their hard work in 2008.
Special thanks are offered for the progress on the environmental study of the water in the lakes and streams, and for the return of the area in the village to its natural state.
We would also like to express our appreciation for the redesign of the parking lot, complete with landscaping and retainer wall, which will control runoff from the parking lot into the lake.
These excellent projects have relied on the efforts of many volunteers under the hands-on direction of councilor’s Lucie Barbeau and George Calder. We are a very small community and volunteers are of particular importance. Members of Amis du Lac/Friends of the Lake are pleased to have assisted in these worthwhile volunteer projects as they directly support our mission, to protect our environment.
After consultation with our members, the Association of Amis du Lac/Friends of the Lake wishes to present the areas of concern to us and to our members. We currently have 111 paid memberships which represent 202 members from the Village, the Lake, and Sixteen Island Lake South.

- Reestablish Vote by Mail. Our top priority.
- Respect the recommendations of the Folmer/Lemire Ad Hoc Committee.
- Obtain an exception for Lac des Seize Iles to the MRC requirement that a road is required in order to build a dwelling.
- Lower the water level in the lake, low enough to keep the main wharf structure out of the water.
- Continue the excellent work on the parking lot to achieve a final goal of zero run off.
- Repair the main loading dock and road which has been damaged by continual high water.
- Eliminate the season pass for boats.
- Continue the good work on the website. Post the budget, requests for derogation and revisions to bylaws.
- Designate the area at the entrance to the main wharf as a loading zone only. No parking. No loitering.
- Continue the excellent study of the Lake water under the direction of Lucie Barbeau
- Work with Amis du Lac/Friends of the Lake to identify and designate environmentally sensitive areas on the lakes and in the watershed.
- Permit Amis du Lac/Friends of the Lake, in cooperation with the Municipal Environment Committee, to install an environmental map board of the lake showing the environmentally sensitive and restricted areas.
- Assure that all septic systems have been pumped as required. Complete and publish the septic systems study.
- Increase minimum lot size as requested by Friends/Amis in their presentation to the council in July 2008.
- Revise the commercial zone in the municipality.
- Continue to make the granting of “derogation” a very rare exception.
- Post notice of requests for “derogation” on the web site.
- Establish a maximum of one wharf per property and the maximum number of boats per wharf. Assure that boats at the private wharves are registered to the residents.
- Prohibit private roads and launching ramps into the lake.
